Dear Ms. Fulford,
After reading Ms. Dias email to you on September 6, 2008, it seems clear to me what records were being requested from your office. We are not requesting any and all records but rather specific records that you will know better than anyone whether or not they exist. My son Brandon Hepburn has been in jail for over 2 years for a very serious crime. It took over 2 years to get documentation that seems to suggest that Deputy Steven Bradley was suspended at the time of the alleged incident. The records which we obtained from the Sheriff seem to be in conflict with what was told to the Democrat and the other records obtained from other agencies. What is unclear to you about what Ms. Dias is requesting on my behalf? I am not sure how to make it more precise for you other than what Ms. Dias explained to you in the email I just read.
1. Does your office have any records in reference to Steven Bradley being suspended on April 11, 2006 other than the records your office received as a result of Ms. Dias many 119 records requests?
2. Was your office aware of the suspension and subsequent termination of Steven Bradley?
I am not interested in searching all files or computers. I am seeking records which will be responsive to my question of when your office was first made award that Deputy Steven Bradley was suspended, and/or terminated, and/or resigned from the Leon County Sheriff's Office. I do not wish to pay for you to search everything everywhere. I am simply seeking the first record showing when your office was notified that former Deputy Steven Bradley had been suspended by the Leon County Sheriff's Office. Not all records, but the first one.
I now understand Ms. Dias's frustration and difficulty in getting anything from your agency. It is truly a masquerade of justice when the State Attorney's Office in charge of seeking justice, is refusing to comply to Chapter 119. If you want me to make it any clearer for you Ms. Fulford, then I ask that you provide me any records which will show when YOU, Ms. Fulford became aware that Deputy Steven Bradley was suspended from the Leon County Sheriff's Office. This way no one will have to search your records but you. Here is another Public Records Request while you decide whether or not to reply to Ms. Dias's records request from 09/06/08 which she made on my family's behalf and which I am still waiting for a response to.
In addition to the Chapter 119 record request made above, I am making a Chapter 119 Records Request for "Any records showing when Jackie Fulford, Assistant State Attorney, for William Meggs, was first made aware that Deputy Steven Bradley had been suspended from the Leon County Sheriff's Office. If no such record or records exist then please inform me in writing via email. I do no have a fax machine and do not wish to be notified by US postal mail. I have attorneys in Tallahassee to retrieve and inspect records on my behalf and make sure I get them. Please respond to my request via email and let me and Ms. Dias know when I can her of her agents inspect the records for me. If you are claiming an exemption then be specific. I am not going to continue to play games with all of you.
If you cannot locate records that will indicate when your office was first made award of Deputy Steven Bradley's suspension of April 11, 2006, then allow us to inspect the records when you were first made aware of Deputy Steven Bradley's suspension from the Leon County Sheriff's Office.
It is clear from Ms. Dias's email that what we are seeking is not all records but the first record to your office. I am making the records request and she is working for me. You can bill me for the request but she must be notified since she will be the one obtaining the records for me. I hope I have been CLEAR and that there is no CONFUSION as to who is making the request. If you have any questions you can contact me and or Ms. Dias.
