To Whom it may Concern;

I have been asked to respectfully request that your office conduct a thorough and comprehensive investigation into allegations of inappropriate conduct and criminal violations by the State Attorney's Office of the Second Judicial Circuit particularly Chief Assistant State Attorney Jackie Fulford.

The purpose of this request if to determine whether the State Attorney's Office trough its employees and/or records custodian has:

Violated Florida Statutes Chapter 119 or any other Florida Laws.

Violated Florida Administrative Code Rule 1B-24, F.A.C. Public Records Scheduling and Dispositioning.

Violated Florida Administrative Code Rule 1B-26, F.A.C. Records Management Standards and Requirements.

Violated Florida Bar Rules and American Bar Association Standards of Criminal Justice Relating to Prosecution Function.

Unlawfully obstructed another party's access to evidence

Improperly advising witnesses not to speak to opposing parties

Improperly advising Assistant State Attorneys to advise witnesses not speak to opposing parties

Improperly advising law enforcement to refuse opposing parties request for records under Chapter 119.

Intentionally withheld information from other Assistant State Attorneys of the Second Judicial Circuit that may have affected prosecutions in cases being prosecuted.

Intentionally and/or negligently failed to insure office compliance with Florida Rules of Criminal Procedure 3.220.

To confirm whether there is sufficient evidence to pursue criminal charges.

Whether Jackie Fulford and other prosecutors failed in their responsibility of ministers of justice.


 

    The State Attorney's Office is not only obligated under the law to comply with Chapter 119, they are also obligated to create accurate and true records. It is an essential element of our justice system that we at least can expect our public officials to not cover up criminal activities.  I am not an investigator or a law enforcement officer and what I think is not law.  Therefore, I will leave it up to you to decide whether or not you want to investigate Chief Assistant Attorney Jackie Fulford and the State Attorney's Office for misconduct and/or criminal violations. However, on behalf of many I beg you, to remember that when a prosecutor is permitted to continue to exercise the greatest responsibility of a minister of justice while choosing to ignore the requirements of the law herself, we are all at risk.  


 

There is certain expectation we all have of our local State Attorney's Office and without prosecuting Chapter 119 violations by members of the Florida Bar entrusted with individuals freedom, vital records may never be discovered by the public or destroyed before inspection in violation of the State Constitution.


 

Consequently, I am asking you to please investigate whether any member of the State Attorney's Office for the Second Judicial Circuit violated any laws including the Florida Constitution and decide whether they are competent to continue to represent the State of Florida.
